Sir,

It is difficult to define what the obligations of the conceding State under the Convention which are common to all Countries which have joined the Convention.

I am directed by the Lords Commissioners of Her Majesty's Treasury to transmit to you herewith a copy of a letter from the Post office dated the 15th instant respecting the concession to the Eastern Extension Australasia and China Telegraph Company for landing a cable at Hong Kong, to the grant of which, as proposed in M. Bramston's letter of the 23rd Ultimo, My Lords agreed, under certain conditions, by the letter from this Department of the 29th Ultimo; and I am to request you to state to His Lordship that My Lords are of opinion that a stipulation should be inserted in the concession binding the Company to accede to the obligatory clauses of the International Telegraph Convention of the 10/12 July, 1875.
